Are these people supposed to be best and brightest of each country? How can we send politicans to represent us when they can never agree? Not only is this a utter waste of of money and time, it is also a shelter for productive middle aged people to escape. They should be forced to do manual labour for the rest of their lives. Im guessing they all earn in excess of 100k$ a year. A chat room full of teenagers would be more productive.
Meanwhile people are dying all over the world.

It is ultimately the patient's responsibility to use narcotics responsibly.
A few years ago, narcotics were only prescribed after surgery, severe trauma, or for terminal cancer because of a concern over the possibility of addiction. Recently, they have been cautiously prescribed to treat moderate to severe non-malignant chronic pain in conjunction with other modalities such as physical therapy, cortisone and trigger point injections, muscle stretching, meditation, or aqua therapy. Unfortunately, the upsurge of narcotics as medical treatment also increased associated cases of abuse and addiction.
Derived from either opium (made from poppy plants) or similar synthetic compounds, narcotics not only block pain signals and reduce pain, but they affect other neurotransmitters, which can cause addiction. When taken for short periods, only minor side effects such as nausea, constipation, sedation and unclear thinking are noted.

However, when narcotics are taken for several weeks to months, these side effects can become more challenging: loss of effectiveness due to built-up tolerance, possible addiction, or overuse for a temporary "high," not for pain. Because of the potential for addiction, whether physical (anxiety, irritability, nausea, vomiting, abdominal cramps and insomnia) or psychological (compulsive use, craving the drug and needing it to "feel good," narcotics are considered controlled substances, findrxonline indicated in their medical articles, which means that the FDA and DEA govern their distribution, prescription, and use and classify them into different schedules as per the Controlled Substances Act of 1970.

While weak narcotics such as Tramadol (Ultram) and Schedule IV opioids analgesics such as Darvon or Darvocet N 100 have a low risk for physical dependency and addiction with mild side effects such as dizziness, sedation, headache, nausea and constipation, Schedule III opioids analgesics such as Lortab, Tylenol #3, Vicodin and Vicoprofen have a low to moderate potential of physical or psychological dependence. Demerol, Dilaudid, Duragesic, Oxycontin and Percocet, which cannot be automatically refilled, fall under Schedule II because of their high abuse potential, and possible severe physical or psychological dependency.
In view of the fact that narcotics can be addictive, they should only be prescribed when no other alternative is available and should only be taken as directed by your doctor. Most often, patients are required to consent to adhere to certain rules regarding the use of their prescription listed in a "Narcotic Agreement" between the patient and physician. Often, violation of this contract, especially selling, sharing, or trading the medication, attempting to obtain duplicate pain medication prescriptions from different physicians, and attempting to have the medication refilled early, at night, or on the weekend, to mention a few, would result in the patient's discharge from the practice.
So, take responsibility for your actions and know all your treatment options. Narcotics are rarely your sole savior.

Its very fortunate to include India as one of the signatory in respect to the three drug conventions. But when we talk about comprehensive drug strategy to control the increase rate of drug using figure, it seems to be quite unrealistic without knowing the situation and current trend of drug using habit. Saying this I am not trying to shape the world by my own visionary statement but rather getting closer to the set ups of every reduction methods existed so far. An easy example if I would say is about family planning. Did this very system sounds practical, I thing or I would say no and it will never. Because there are many sections of people in the human society with their own different cultural norms and behaviour. And also we just can't pull over a seriously long running process to a complete halt all of a sudden saying its a policy adopted by our country. We should firstly look into the states if we are to talk about India where the drug using habit is extremely high and also to seriously study its harmful consequences associated with the drug using habit. So far not such type of study is carried out, intstead the decision usually takes place at the higher levels where a layman will be blindfolded with the new package throwing some funds to stop running out of hell. Strongly speaking for my state Manipur I would recommend harm reduction, Demand reduction and supply reduction also as it is going on steadily to bring out an amicable solution with a common goal of total abstinence at the end . So whats makes the difference if we are applying different methods with much harm to get the same answer. Lastly I would like to comment to kindly review the statement before it goes very deeply down rooted when it is found even to cultured again.

indeed its big deal to accept and promote who are in the habit of using drugs either injecting or orally. But its of great help to carry out HR activities in controlling the dreadful consequences associated with drug using habit. On one side it can be assumpt that promoting and accepting drug using habit either directly or indirectly is in a manner of encouraging drug using habit. At this point what i want to comment is whether the drug using habit is actually encouraging by those who are delivering the services to reduce the harmful consequences associated with the drug using habit or simply the unstoppable supply and availability of different kinds of drugs and its transit route, where can we bring for a negotiation or shall we let it flow by just passing our comments on effective implementation of any form of working principles whether it is harm reduction or it is supply reduction or it is just to target demand reduction? No matter how far we are moving but we are atleast in a place where we can saturate in a position to work together with tireless effort from different angles under one guided principles. Their 'misuse of drugs act', including capital punishment, must make it very hard to collect the data.
And what does their data mean? What do they mean with "dealt with". Compared with last year they only helped 43% of the people in need?
And, surprise surprise, Singapore "registers" one of the lowest drug problems worldwide. Keeping the zero tolerance and capital punishment in mind, who would like to be "registered", and admitting drug use and hence drug possession? Singapore might very much be an austrich-state. On the other hand maybe their zero-tolerance really works for them (for now), and if they want to keep it up (for now), they should understand that 'harm reduction' will not be forced upon them (f...w). The death penalty policy, however, is not acceptable.

It's all about money. Drugs are illegal cause it's most profitable this way. And maybe that's why we have to think about what we are doing as a social movement. Harm reduction movement has its limits (which is normal), and in fact, any CND recognition on harm reduction can mean nothing to people who use drugs. By the way, where are these people in Viena (besides the statistics)? And also, can Harm Reduction organisations "replace" them? Just thinking...
